Workflows: release asset uploads move out of the per-matrix build jobs
into a dedicated release-assets job that downloads the artifacts and
uploads them once behind a concurrency group, which avoids the racing
create-or-upload each matrix leg used to attempt. Top-level permissions
drop to {} with the narrowest scope granted per job.

AppImage now resolves and downloads the python3.13 base image itself and
passes it to python_appimage with -b. PyInstaller shortens the uv cache
path on Windows and uploads the archives rather than the bare binaries.
Pin newer setup-uv, codeql-action, and cspell-action revisions.

Ruff gains a first-party import section for gmail_archiver, which
reorders the imports in the test modules, and output-prefer-rule-codes.
.sbclaude-venv is ignored across .gitignore, .prettierignore, pyright,
and yapf.

Adds .claude/rules/comments.md and updates the general and python rules
along with the ci and make-release skills. The README and docs/badges.rst
swap the static pre-commit badge for pre-commit.ci status.

Bumps dependency floors (bascom, niquests, platformdirs, commitizen,
mypy, ruff, ty, pyright) and refreshes both lockfiles.
