- Split QA workflow into separate format, mypy, ruff, markdownlint,
  prettier, and spelling workflows with path filters
- Pin all workflow action versions to exact tags
- Add Windows signing and macOS signing/notarisation to PyInstaller
  workflow
- Add CodeQL 'actions' language analysis with path filters
- Add dependabot cooldown and dependency groups for npm and uv
- Bump uv-pre-commit 0.10.12 to 0.11.2, check-jsonschema 0.37.0 to
  0.37.1
- Bump requests >=2.33.0, types-requests >=2.32.4.20260324
- Set uv default-groups to 'all', add exclude-newer
- Add .wiswa-ci/ to .gitignore and .prettierignore
- Add npmMinimalAgeGate to .yarnrc.yml
- Add Cursor general.mdc rule
- Update agent files (docstring-fixer, release, wiswa-sync, etc.)
- Update CI skill, settings dist, CITATION.cff date, dictionary
