refactor(web): drop artifacts header, align tab pill with agent name tag (#1631)

The Artifacts panel had a redundant header with an "ARTIFACTS" label
and an X close button — the tab pill already labels the active view,
and toggling the pill is now the canonical close gesture.

The Thread/Canvas/Artifacts pill also moves to top-2 right-4 inside
the content area so it sits on the same horizontal row as the agent
name tag (top-2 left-4) inside SpaceTaskUnifiedThread, with topInset
trimmed to pt-10 to match the new pill height.
