test(coverage): TDD coverage for auth.HashPassword and GetPasswordSalt

Pure-function unit tests (no live DB/Docker) covering SHA-1 output
properties, determinism, sensitivity to password vs salt, env-var
fallback, and the expected concat-ambiguity behaviour.
