test(coverage): TDD coverage for POST /api/group (CreateGroup)

Adds 14 tests for the CreateGroup handler covering: unauthorized gate,
missing-name validation, regular-user 403, moderator/owner/admin/support
can create, default and custom group types, creator auto-Owner membership,
admin lat/lng storage, non-admin lat/lng ignored, /apiv2 path, and
non-zero ID smoke test.

Also fixes a real handler bug discovered via TDD: the original INSERT used
the non-existent column `namedisplay` and an invalid `region='UK'` enum
value. The fix uses `namefull` (the correct column), removes the invalid
region value, and supplies a valid initial `polyindex` geometry value
(`ST_GeomFromText('POINT(0 0)', 3857)`) required by the spatial index.
