fix(tests): cap gotoAndVerify retries at 1 to prevent 10+ min hangs in CI

Default maxRetries=3 with 202500ms CI timeout = 607500ms potential hang per
navigation. postMessage fixture was the root cause of test 3.1 (reply-flow
existing-user) timing out at 20 minutes. Applied maxRetries: 1 consistently
to all gotoAndVerify calls in fixtures and utils.
