test: extend test 4.1 timeout to 20 min (signUpViaHomepage is slow in CI)

signUpViaHomepage goes through the full UI signup wizard — multiple form
steps and page navigations each with 45-90s timeouts in CI. Under load
this can consume most of the 600s budget, leaving no time for the actual
test steps. Observed: test timed out at logoutIfLoggedIn (line 47), right
after signup, in CI jobs 5796 and 5804.

Pattern matches testInfo.setTimeout(300000) already used in
test-reply-flow-edge-cases.spec.js.
