docs(plan): clarify pending-cycle flag name, <ts> shorthand, and tier order

Renames the incremental-cycle's pending flag to pending-cycle flag to
distinguish it from the periodic full-rebuild flag npa:needsFullRebuild.
Explains that <ts> in SPARQL sketches is the current space-state graph
IRI resolved via npa:hasCurrentSpaceState at cycle start. Spells out
the incremental-cycle tier order (admin, gen:hasRole, maintainer,
member, observer) to match the full build.
