chore(deps): unpin and bump pip dependencies for Django 5.2 (#6917)

### 💭 Notes

- Removes temporary upper-bound pins added on 2026-02-26 for `coverage`,
`coveralls`, `ipython`, `pytest`, `pytest-cov`, `google-cloud-storage`,
`pillow-heif`, `pyopenssl`, and `pandas` — all now compatible with
Python 3.12 / Django 5.2.
- Pins `django-constance<5` to avoid a breaking change in that major
release.
- Migrates CSP settings to the django-csp 4.0 format: flat `CSP_*`
settings replaced by `CONTENT_SECURITY_POLICY = {"DIRECTIVES": {...}}`,
and `csp` added to `INSTALLED_APPS`. `CSP_REPORT_ONLY=True` now produces
`CONTENT_SECURITY_POLICY_REPORT_ONLY` instead.
