ci(ephemeral_envs): add ability to deploy an ephemeral environment off of a branch INFRA-461 (#6950)

### 💭 Notes

This updates the pr environment workflow to add the ability to deploy
from either a PR or a branch.

I've also updated the app token generation to use client id instead of
app ID as app ID is being deprecated. I've manually stored the value in
a org secret `KOBO_BOT_CLIENT_ID`
