fix(space): @mention routing now includes idle agents; fix error badge overlap (#1566)

- Change the filter in space.task.sendMessage from allowlist (in_progress | pending)
  to denylist (!=cancelled). Idle agents waiting for input are now reachable via @mention.
- Expand bottom inset of SpaceTaskUnifiedThread from pb-16 to pb-24 when an error
  message is active, preventing the error badge from overlapping thread content.
- Update tests: replace the old 'done/cancelled/blocked' exclusion test with precise
  tests for the new behaviour — only cancelled is excluded; idle and blocked are routable.
