ci: run lint/unit/online tests on push to dev (#1565)

Previously push to dev was exempted from check, unit, and online
tests — the rationale was "already passed on PR". But a direct
merge/push to dev bypasses PR checks entirely, leaving lint/unit/
online failures undetected.

Now push to dev triggers the same check + unit + online + web suite
as PR to dev. CLI tests and build remain gated on main only.
