ci(enketo):update non-prod deploy pipeline with required enketo version input INFRA-439 (#6949)

### 📣 Summary
Updates nonprod release pipeline to input enketo version in the helm
deploy step.
### 📖 Description
This modifies the nonprod release pipeline to set enketo version as it
is now a required input from the helm chart. Adds the org-wide variable
- `ENKETO_VERSION` to manage running enketo version for non-prod
environments.
