Fix Style/OptionalBooleanParameter and remove from rubocop_todo

Convert boolean positional parameters to keyword arguments in coercers
and DSL parameters. Add respond_to? to AllowedMethods since it overrides
Ruby's built-in method signature and must remain positional.
