Various improvements to the installation process (#67)

With the changes in this PR, the installation process has been simplified drastically:

- Python installation can simply pip-install Qiskit as well as this package now
  - (they may still need to set two environment variables, but only during installaton/compilation and not during runtime)
- the C API compilation is decoupled more properly from the Python installation process (previously these looked like they had to build on one another)
- handling of `*LD_LIBRARY_PATH` is no longer necessary
