Upgrade UV to latest version. (#23256)

We need at least 0.7.4 to pick up the fix for this bug:
https://github.com/astral-sh/uv/issues/13383

And we might as well use the latest and greatest.

Also, Pants no longer supports MacOS Intel, so we can
remove the entry for that platform.
