fix: accept string values for emailfrequency/eventsallowed/volunteeringallowed

HTML <select> elements emit string values. Go's json.Unmarshal rejects
string→*int coercion, causing 400 errors when setting bulletin frequency
to "Never" (value "0"). Use FlexInt type which handles both string and
numeric JSON values.

Fixes Discourse #9582 (bulletin frequency "Never" reverts on refresh).
