fix: resolve http_client at compile time in CompaniesHouse module (#63)

Client already uses Application.compile_env to bind the HTTP
implementation at compile time, but CompaniesHouse used
Application.get_env to resolve it on every function call. Align both
modules on compile_env so that the binding is consistent and the
compiler warns if the value is changed after compilation.
