project: replace asserts with explicit errors and expand docstrings

Drop runtime asserts in favour of click.Abort or logged errors so Ruff
S101 stays satisfied. Expand NumPy-style docstrings in utils, harden
localhost socket cleanup, and add tests for oauth edge cases, IMAP fetch
payloads, and ty suppressions alongside mypy.
