Base64-encode CERT for SAM deploy to preserve PEM newlines

sam deploy --parameter-overrides mangles multiline PEM values on the
command line. CI now base64-encodes the cert before passing; the Lambda
decodes it at startup. Raw PEM still works for local dev (auto-detected
by checking for the -----BEGIN prefix).
