Improve collection page accessibility (labels, headings, tables)

Override Hyrax collection partials for public and dashboard views: associate
search input with a visible label, use table aria-label and scoped column
headers, consolidate work links on the public row, and keep the dashboard
thumbnail unlinked to avoid duplicate destinations with the expand control.

Raise subcollection and works section titles from h4 to h2 to avoid skipped
heading levels. Remove redundant title attributes from view-type toggles.

Presenter and locale updates fix collection type badge text when the database
holds a broken translation key. Styles: left-align collection description,
slightly larger badge labels in scholar theme.

Add view and presenter specs covering these behaviors.
