Phase A0: clarify plan pitfalls and Phase C merge order

Fix contradictory production cutover vs merge-to-develop sequencing,
document where data lives after B4, keep sitemap/featured by default,
require FileSet/collection baseline counts, and retain Redis in the
Phase D end state while Sidekiq needs it.
