Upgrade to [PyO3
v0.28.3](https://github.com/PyO3/pyo3/releases/tag/v0.28.3). The main
change affecting Pants source is the need to now explicitly opt-in to
[the generation of `FromPyObject` on pyclass-types which are
`Clone`](https://pyo3.rs/v0.28.3/migration.html#deprecation-of-automatic-frompyobject-for-pyclass-types-which-implement-clone).
