ci(locale): automate pushing to transifex DEV-593 (#6827)

### 💭 Notes

Align translation updates with release cycle to update translations as
often as reasonable.

Let's treat translatable strings as build files, not commit it, and
build it by CI right before it's needed. The downside of initial
approach to commit translatable strings on every change is, unlike with
openapi schema, that even moving around lines affect `.po` files, and so
will effectively require generating locale every time and have annoying
noise in the diffs.
