fix(userReport): remove misleading `service_usage.last_updated` from `user-reports` DEV-1948 (#6910)

### 📖 Description
The field was previously set at serialization time using
`timezone.now()`, which represented API response time rather than the
snapshot time when usage data was computed. This could make the nested
timestamp appear newer than the snapshot timestamp.

The root `last_updated` already represents the correct freshness of the
user report snapshot, so the nested field has been removed to avoid
confusion.
