chore(cli): remove deprecated iota start and iota genesis hints (#10866)

## Description

Remove the deprecated stub commands `start`, `genesis`,
`genesis-ceremony`, and `fire-drill` from the `iota` CLI binary. These
were hidden commands that only printed deprecation messages pointing
users to `iota-localnet` and `iota-tool` respectively.

The deprecation hints were added with a note to remove them after 2
releases (v1.21.0). This cleanup removes 56 lines of dead code.
