Commit Message

Refactor operator apply flow and trim image dependencies

- replace operator `kubectl apply` shell-out with dynamic client server-side apply
- remove runtime kubectl/git dependencies from operator images and drop unused operator base Dockerfile
- comment out disabled Istio/kubectl controller image setup to match disabled controller code
- bump bundled CNI plugins from v0.9.1 to v1.9.1
