[ADD] `make_fx` backend for EKFAC via `MakeFxEKFACComputer`

Add FX-based eigenvalue correction computation for EKFAC, reusing the
IO collector and `_compute_layer_output_grads` from `MakeFxKFACComputer`.
Selectable via `backend="make_fx"` on `EKFACLinearOperator`.

Also:
- Use `_layer_hyperparams()` in hooks EKFAC instead of inline dict
- Avoid unnecessary intermediate in REDUCE mode (reduce directly)
