A `sync` option for `generate-lockfiles`. (#23158)

A `sync` is an attempt to minimally update the lockfile, preserving
existing dependency versions where they are still valid. The
resulting lockfile is still valid with respect to the inputs, 
but it might not have the latest versions of dependencies.

Backends can choose to ignore this functionality, and fall back
to a full lockfile update.

The Python backend implements `sync` using `pex3 lock sync`.
No other backends implement `sync` yet.
