Log name creation via API, matching ObservationAPI pattern

Add `after_create` hook to NameAPI that calls `user_log` with
`:log_name_created`. Also logs newly created parent taxa from
`save_parents`. Both are gated on `log` param (default: true).

Remove now-redundant `new_name.log(:log_name_created)` from inat
MoObservationBuilder, which goes through the API.

Fixes #4002
