fix(game): resolve NPC spawner loading order and clean up related code (#1382)

- Move NPC member and spawner ID mapping into `NpcGameData.PostLoad` to ensure correct initialization order during the boot sequence.
- Cleaned up `NpcManager`, `SpawnManager`, and `NpcGameData` to follow standard C# property naming conventions and improve code organization.
- Updated `SpawnManager` logic to better handle dynamic spawner generation when pre-defined templates are missing.
- Enhance the `around` command to support NPC spawner inspection for better debugging.
- Add support for equipment pack IDs within NPC templates. (currently not used)
