fix(qual): improve error messaging DEV-1764 (#6799)

### 📣 Summary
Replace "Cannot translate without transcription" with "No transcription
found" so it is more appropriate for both translation and QA.


### 👀 Preview steps

1. ℹ️ have an account and a project with an audio question and at least
one submission
2. Add a transcript
3. Add a QA question
4. Delete the transcript
5. "Generate with AI"
6. Look at the network tab
7. 🔴 [on main] the error says "Cannot translate without transcription"
8. 🟢 [on PR] the error is "No transcription found"
