fix(regex): avoid RC cycles in state transitions (#3246)

Switch regex_engine transitions from State refs to StateId indices backed by a central state pool.

This removes strong reference cycles while preserving lazy transition caching and start-state/state-table memoization.

Add a nested-stars regression test to cover repeated execution on heavily looping patterns.
