Fix config-tui tests hanging in CI by waiting for prompt output

Replace fixed sleep-based key sending with stdout-driven approach:
wait for each prompt string to appear before sending the next
keystroke. This prevents race conditions where keys arrive before
inquirer is ready, which caused indefinite hangs in non-TTY CI
environments.

Also adds execa timeout and diagnostic assertion messages so failures
show stdout/stderr instead of silently hanging.
