Deduplicate settings schema between hooks.ts and in-docker.ts

Export hookEntrySchema, hookGroupSchema, and claudeSettingsSchema from
hooks.ts. in-docker.ts now imports hookGroupSchema to build its settings
schema instead of redefining the hook shape inline.
