Fix coveralls CI check: update stale Python 3.8 references

The coveralls upload step was conditioned on Python 3.8, which was
dropped from the CI matrix. This caused the required `coverage/coveralls`
status check to never be reported, blocking PR merges to master.

Also removes dead 3.8 dependency pinning and updates the build-and-deploy
job to use Python 3.9.
