fix(sdk): pin SDK to v0.2.39 for compatibility

- Pinned @anthropic-ai/claude-agent-sdk to 0.2.39 in daemon and neo packages
- SDK v0.2.49+ has subprocess crashes with exit code 1
- Removed partial_assistant message type check from processing-state-manager
  (not available in v0.2.39, stream_event is used instead)
- Synced SDK type definitions for v0.2.39

Tested: Room agent creation and message processing working correctly.
