Commit Message

Removed libcst, cstutil, and updated 3rd party requirements/lockfiles (#23117)

`libcst` and `cstutil.py` were included as part of
`migrate_call_by_name` which has since been removed. No reason to keep
the deps around without a concrete use-case.

Updated lockfiles and several dependencies (based on Dependabot) -
excluding several of the breaking change deps.
