fix(e2e): move dev-server lock check from config to global-setup

playwright.config.ts is evaluated by tools like knip (via jiti) which
caused process.exit(1) to crash the knip process when a dev server was
running. Moving the check to global-setup.ts ensures it only runs when
Playwright actually launches tests, not when the config is imported.
