fix(e2e): reuse external server when PLAYWRIGHT_BASE_URL is set (#137)

When CI or self-test modes set PLAYWRIGHT_BASE_URL to an external server,
Playwright was incorrectly trying to start its own server while also
detecting the external URL was already in use, causing "port already used"
errors.

Now conditionally sets reuseExistingServer based on whether
PLAYWRIGHT_BASE_URL is set, allowing proper reuse of CI-started servers.
