Fix flag scoring calculation to be database-portable (#1137)

* Fix flag scoring calculation to be database-portable (#1136)

Restore the original api_flags_totals SQL logic that was inadvertently
changed, and make it work on both MySQL and SQLite by replacing
MySQL-specific func.if_/group_concat with portable case/max expressions.
Un-skip the previously-skipped totals tests and fix test setup bugs.

* Address PR review: fix mixed_platforms test and add multi-round test

- Use separate services per platform in test_api_flags_totals_mixed_platforms
  (port=0 for Windows, port=1 for Linux on different hosts)
- Add test_api_flags_totals_multiple_rounds_same_host covering solves
  across multiple flag rounds with different start/end times on the
  same host (0.5 + 1.0 + 1.0 = 2.5 total)
