Fix delete_db failing on foreign key constraints during DB overwrite

disable_db() calls db.drop_all() which fails on MariaDB/MySQL when
tables have foreign key dependencies. Disable FK checks before dropping
and re-enable after, with support for both MySQL and SQLite dialects.
