[SLE-16] [Backport] web: small fixes (#3141)

## Problem

When creating or editing a partition or a logical volume in the Agama
web interface, there is a checkbox "Allow growing" that can be used to
control the final size of the partition or volume.

In the Agama release included with Leap 16.0, the checkbox value is not
honored in all cases.

It works when creating and when editing a partition. Only if the
checkbox is marked the partition will be allowed to grow beyond its
minimal size.

But when creating a logical volume, Agama always acts as if the checkbox
is marked. Even if the user disables the checkbox, the logical volume is
allowed to grow.

Editing the logical volume works as expected. So the only way to get a
logical volume with a fixed size using the UI is to create it (it will
allow growing no matter what) and then editing it to finally un-mark the
checkbox.

The error was fixed after the release of Leap 16.0, so it is not present
in the current versions of Agama.

## Solution

Backport the fix to the SLE-16 branch of Agama.

## Testing

Verified manually.
