Adapt to new xsdba documentation structure (#2325)

### What kind of change does this PR introduce?

* Updates the `intersphinx` directives to point at new `xsdba` sphinx
targets.
* Updates the `ReadTheDocs` configuration to build docs with an older
Python version and a newer conda version.
* Updates the `pre-commit` hooks to accept the new conda version in
ReadTheDocs config.
* Ignores `sphinx_autodoc_typehints.guarded_import` errors raised by
`xarray` type guarding.

### Does this PR introduce a breaking change?

No.

### Other information:

The `xsdba` docs have changed slightly in the latest release (v0.6.0).
The last stable `xclim` docs will point to 404 errors for the affected
pages. Not much to be done.
