fix(analysis): hide questions buttons when disabled DEV-1743 (#6716)

### 📣 Summary
This PR fixes an issue where the 'Clear' button is clickable and `Edit`
and `Delete` buttons are visible when qualitative analysis question is
disabled.

### 👀 Preview steps
1. ℹ️ have an account and a project
2. have qualitative analysis enabled and with questions, including a
`Select one` type quesiton
3. test disabled state (one way is sharing the project and data and
opening it in a not logged window)
4. 🔴 [on main] notice that the `Clear` button of the `Select one` is
enabled and clickable
4. 🔴 [on main] notice that the `Edit` and `Remove` buttons are visible
(but disabled)
5. 🟢 [on PR] notice that no buttons are rendered anymore
