feat: introduce Dynamic Minimum Commission (IIP-8) (#10152)

# Description of change

This change introduces the Dynamic Minimum Commission as described in
[IIP-8](https://github.com/iotaledger/IIPs/blob/main/iips/IIP-0008/IIP-0008.md).

All tests were adapted to account for non-zero commissions and some
where extended to explicitly test the IIP-8 logic.
