consolidate OS operations (#112)

This pull request removes the dependency on the previously vendored deno_os extension and replaces it with a new, internal ext/os extension. The new ext/os provides core OS functionality (such as exit handling, system memory info, and signal handling) directly, and updates the codebase to use this new extension throughout. Several files and imports are updated to reflect this change, and redundant or now-unneeded code is removed.
