Commit Message

Add defer to newFileStoreWithCreated to unlock if needed on exit (#7780)

- Prevent early return on permissions error on expireMsgsOnRecover while
still holding the lock.
- Prevent calling fs.cleanupOldMeta while still holding lock since it
requires the read lock.
