fix(frontend): ensure useOrganizationAssumed assumption holds DEV-1294 (#6608)

### 📣 Summary

Don't sometimes crash the website at the data table route.

### 💭 Notes

`OverLimitBanner` and `OverLimitModel` uses `useOrganizationAssumed`
outside the `<RequireOrg />`. Let's ensure org is loaded in the parent
component.

1. ℹ️ on a server with stripe enabled go to data table route
4. 🔴 [on main] refresh often until it crashes
5. 🟢 [on PR] refresh forever and it never crashes
