tau4m was based on the station instead of the region. Fixed by adding tau4m_mean (#372)

### What kind of change does this PR introduce?

This PR fixes the computation of Z score. The simulated tau4 was not a
regional one, but was still at the scale of each site. The sigma4 (that
used the simulated tau4) was higher than it should be involving a low Z
score (meaning the distribution for a region was (almost) always
accepted).
