### What kind of change does this PR introduce?

* Reduces the number of warnings from ~3000 to 30 (most of which coming
from xHydro itself, on purpose, until the next release).
  * Many small fixes to address upcoming changes to xarray/pandas.
* `stackstac` was generating multiple `gdal/rasterio` warnings, but has
had no updates since August 2024. The library has been replaced with
`odc-stac`, which is more up-to-date and does the same thing.
* Added an additional `xfail` to the tests in the GIS module to prevent
fails when the PlanetaryComputer servers are down.

### Does this PR introduce a breaking change?

* Moving from `stackstac` to `odc-stac` has changed the results
slightly, due to differences in how they manage projections.
* In `watershed_properties`, renamed `Upstream Area (sq. km).` to
`Upstream Area (sq. km)` (without the final dot).
